Advertisement Windsor Mayor Justin Brown said he was shocked when Nancy Dunbar spoke at last week's meeting and suggested a fundraiser to stop the policy of requiring the city's 10 public works employees, who are all male, to bring their own toilet paper to work, KCTV, Kansas City, Mo., reported. "I was just really incredulous that this was a topic to be brought up at a City Hall meeting, much less have any truth to it," Brown said. "The No. 1 emotion is embarrassment. We have a lot of good things going on in our little town, and this is the topic." Dunbar said Brown wasn't the only one shocked by the revelation. Advertisement "The mayor was like, 'What are you talking about?' Because the mayor had no idea. The aldermen had no idea. I mean mouths just dropped," Dunbar said. Dunbar said the policy came from an edict handed down by city administrator Sandra Underwood. However, Underwood said the order came from the head of Public Works and she was not involved. Brown said toilet paper is now being provided for the men. "We are always looking for ways to save money," Brown said. "I'm just fearful that this finally hit a fever pitch and this is where it got ridiculous." Pickax used to break into pharmacy METAIRIE, La., March 18 (UPI) -- Authorities in Louisiana said they arrested a pharmacy burglary suspect accused of leaving behind the pickax he allegedly used to break through a wall. The Jefferson Parish Sheriff's Office said deputies responded to the pharmacy in Metairie Feb. 18 and discovered someone had used a pickax to chisel a person-sized hole in the business' wall and made off with an undisclosed amount of narcotics, The (New Orleans) Times-Picayune reported Monday. Investigators found a pickax at the scene believed to have been used to break though the cinder block wall. The tool still had a price tag attached and was tracked to a home improvement store, where deputies obtained surveillance camera footage of a man buying the pickax and a sledge hammer. The cameras also captured footage of the man's license plate. Advertisement Deputies said the same man was seen on surveillance footage from a store near the pharmacy on the night of the burglary. The man, identified as Scott Rodrigue, 43, allegedly had some of the stolen narcotics at his residence, the sheriff's office said. Rodrigue was charged with pharmacy burglary and drug possession. He was released on $70,000 bail. Man spots 'Jesus' on painting drop cloth SAUGUS, Mass., March 18 (UPI) -- A Massachusetts man said an image that "looks like Jesus Christ" appeared on the drop cloth he has been using to catch paint for four years. Brian Krantz of Saugus said he used the clotch several times before he noticed the image he identifies as Jesus in the paint, WHDH-TV, Boston, reported Monday. "A crown or a halo. Two eyes. Mustache, nose, there's the chin, jaw line. His right arm out like that, with cloths he was buried in hanging down," Krantz said, describing the image. "I can't deny this. This is what it is. It looks like Jesus Christ," Krantz said. Krantz said he plans to frame the image and keep it in his home. His girlfriend, Julie Anne Aloise, said she has a theory about what the image means. Advertisement "I'm not sure why, but everybody needs some hope in life. And I hope that this is something that will give him hope," she said.
