"It came to me in a vision," Regan said of his plan. "The Center of the Universe needs a gravitational pull. People near the planet will feel the radiation of good vibes."
Regan said he is hoping the sculpture, to be fabricated by the Tacoma firm B&B Aircraft at a cost of about $25,000, will be in place for the annual Fremont Solstice parade in June.
He said the sculpture will have solar panels on its rings, which will collect energy during the day to illuminate the artwork at night.
