DETROIT, Feb. 22 (UPI) -- Forbes magazine says Detroit tops its list of "America's Most Miserable Cities," based on factors including tax rates and weather, but not sports teams.

The magazine said it looked at the 200 largest U.S. metropolitan statistical areas and analyzed factors such as foreclosure rates for 2012, property tax rates, income tax rates, weather and the change in median home prices between 2009 and 2012 to come up with its list of "America's Most Miserable Cities."

Forbes said performance of local sports teams and political corruption were dropped from the methodology for this year's list because those elements are based on regional data, as opposed to city-specific data.

The rest of the list: Flint, Mich.; Rockford, Ill.; Chicago; Modesto, Calif.; Vallejo, Calif.; Warren, Mich.; Stockton, Calif.; Lake County, Ill.; and New York.
