Man finds 1938 Superman comic in wall of house

ROME, Feb. 2 (UPI) -- The Italian government will repay citizens who were overcharged on their water bills, officials said.
An administrative appeals court consulting with the government said the State Energy Authority should refund the money for bills from July 21 to Dec. 31, 2011.
The Italian news agency ANSA said the overcharging was due to "non-coherent calculations" in billing.
