Erica Hess, 24, of New Smyrna Beach was free on bail while the Department of Children and Families looked into the Tuesday incident, which was first reported by a neighbor who saw the youngster in the precarious position. Advertisement Investigators said it appeared the little girl climbed from a deck on to the roof while Hess was supposed to be watching her, the Tampa Times reported.
