The Jonesboro City Council voted 5 to 1 Monday to approve the amendment, which also applies to shorts and skirts, The Atlanta Journal-Constitution reported Wednesday.
"People in Jonesboro don't want to look at other people's drawers," Mayor Luthor Maddox said. "We get visitors from all over the world, and we don't need to show them our underwear."
Maddox said police will enforce the amendment, which will go into effect at the end of next week, by giving warnings to violators and issuing citations to those who refuse to pull up their pants.
