Officials announced on Zakupki.gov.ru, a Web site for documenting government purchases, the money is being spent on a new Web site and "the design of the portal must be based on the design of www.whitehouse.gov," The Moscow Times reported Wednesday. Advertisement However, officials said the color scheme will be changed to reflect the official colors of Khabarovsk, blue and green. The Web site is expected to go live in August, officials said.
