The deputy paid Colvin $160 and she then stripped down to her panties and began the massage, he said. Colvin discussed sex acts with the deputy and then instructed him to turn onto his back and remove his underwear, investigators said.
The sheriff's office said the deputy then gave the signal to waiting deputies and Colvin was arrested and charged with practicing massages without a license and prostitution.
Colvin lives with her father, a retired deputy, the report said.
