The two machines vanished sometime after the previous hearing last Thursday. A source in City Hall told The Philadelphia Inquirer investigators found security camera tape showing a homeless woman in the council chambers going through desk drawers and then taking the machines, which are worth several thousand dollars. Advertisement The machines have been kept without problems in the council chambers for many years, although in the past the security cameras were stolen. The hearing began about 40 minutes late with the record being kept on DVD.
