A police spokesman said he could not comment on details of the drill, which some officers identified as a Homeland Security exercise, The Miami Herald reported Wednesday. Advertisement Residents of the Brickell neighborhood reported seeing and hearing "pitch-black" helicopters flying around and hovering over buildings in the area. "I couldn't see them a lot of the time, but I could hear them because there are echoes around the buildings," resident Neilson Paty said. "We see helicopters every day, but it was very obvious that these are not tourist or U.S. Coast Guard helicopters."
