Nearly 3,000 residents had not paid quarterly bills, each amounting to about $33, and trash collectors may begin removing their bins after emptying them, WFTV, Orlando, Fla., reported Friday. Advertisement Officials said the delinquent accounts could be a result of confusion from the city's automated garbage program, which began five months ago. "I think the quarterly customers aren't used to receiving a bill from the city. They used to get them from Waste Management," city representative Yvonne Martinez said. Waste Management is a private waste removal company. The city said its automated calling system is being used to warn residents of the trash can repossessions.
