"I'm assuming it was a display in the front of the store. They just come and sweep them off the display without being seen," Shep said.
Shep said he did not know the motive behind the theft.
"I don't know if there's a market for stolen underwear or what," he said.
A statement from Victoria's Secret corporate office said the company is "aggressively working with local law enforcement authorities to address this incident and deter future such thefts."
