HOUSTON, Aug. 13 (UPI) -- Houston police said officers fired at two men -- one of them armed -- believed to be burglars outside of a business, but the two were actually businessmen.

Police said a pair of officers were outside the southeast Houston building, which had been under surveillance, at about 5 a.m. Friday and they spotted two men they believed to be burglars, the Houston Chronicle reported Friday.

The officers ordered the men to stop and told the man with the gun to drop his weapon and opened fire when they failed to comply, police said. The men, who were not hit, were found not to be burglars.

It was unclear Friday why police suspected the men of being burglars, why the building was under surveillance and why one of the so-called businessmen was armed.

The incident is under investigation, police officials said.
