YORK, England, March 3 (UPI) -- Three cars submerged in a British city's recent floodwaters emerged from the water and were almost immediately met with parking tickets, witnesses said.

Shaun Binns, landlord of the Lowther pub in York, England, said the cars were submerged up to their windshields during the weekend flooding of the River Ouse amid torrential rains, the Daily Mail reported Wednesday.

Binns said the floodwaters finally receded and he was shocked to see a parking inspector had put tickets on the cars, which were next to double yellow lines denoting the zone does not allow parking.

"There are double yellow lines down there and I suppose you could say if you're not allowed to park there then you shouldn't, but the inspector must have seen the cars had been flooded and you'd think they'd have a bit of compassion," Binns said.

He said the owners of the vehicles have yet to return to claim them.

A representative for the local council said some parking attendants were "unaware" that some cars had been flooded during the weekend. The official said the owners can successfully appeal the tickets if they show evidence of their cars having been flooded.
