Belgian teen admits asking for 56 tats

BRUSSELS, June 24 (UPI) -- A Belgian teenager who claimed a tattooist put 56 stars on her face without her permission while she slept now admits she lied because her father was angry.

Kimberley Vlaminck, 18, had initially claimed she had wanted three small stars only to doze off and wake to find dozens of them on the left side of her face. She said Flemish-speaking tattoo artist Rouslan Toumaniantz failed to understand her instructions in French and English, leaving her looking like "a freak."

But The Daily Telegraph reported Tuesday Vlaminck has confessed to being "fully aware" of what Toumaniantz was doing to her face.

"I asked for 56 stars and initially adored them," she told a Dutch TV crew. "But when my father saw them, he was furious. So I said I fell asleep and the that the tattooist made a mistake."

Toumaniantz had denied doing anything other than what he was hired to do, though he did offer to pay half the cost of having them removed. He reportedly withdrew that offer when Vlaminck came clean.


Dice, marbles choose new councilman

SPEARFISH, S.D., June 24 (UPI) -- The City Council of a small South Dakota town resolved a tied 126-126 election as dictated by state law -- with a game of chance.

David Baker won the Spearfish City Council seat formerly occupied by Councilwoman Shawn Davis during a special meeting Tuesday night by rolling the highest number with a die -- winning him the right to choose whether to be the first to pull a marble from a hat -- and pulling the white marble, CNN reported Wednesday.

"I opted that I would grab the marble," Baker said. "I figured I had a 50-50 chance of winning."

Officials in the town, which boasts a population of less than 10,000 people, said it has no ordinances for ties or runoff elections, so the game of chance was played between the two candidates as called for by state law.

Baker previously went through months of legal wrangling to certify the tie with Davis after she challenged one of the ballots cast in his name.


Police: Pot dealer advertised online

QUINCY, Mass., June 24 (UPI) -- Police in Massachusetts said a posting on Web site Craigslist featuring the drug code "420" led to the arrest of an alleged marijuana dealer.

Quincy police said they responded to the Craigslist ad, which included the phrase "420 help is here," Friday and arranged to purchase a quarter ounce of marijuana later in the day at a parking lot that was agreed upon as a meeting place, The (Quincy) Patriot-Ledger reported Wednesday.

Police said detectives posing as customers met with Christopher Gray, 30, of Marlborough, Mass., and purchased a small bag of marijuana from him for $45 after convincing him that they were not undercover police officers. The detectives them placed Gray under arrest.

"This is a first for us, although we have arrested prostitutes who have advertised on Craigslist, " Police Capt. John Dougan said. "It goes without saying that we will continue monitoring Craigslist."


Grasshoppers descend on Utah

SALT LAKE CITY, June 24 (UPI) -- Utah officials said Clear Wing grasshoppers that have invaded portions of the state could be a problem for the next three summers.

Clint Burfitt, an entomologist for the Utah Department of Agriculture, said the grasshoppers that have invaded parts of Sanpete and Tooele Counties as well as the Uintah Basin can infest an area with 2,000 insects per square foot and can mean disaster for local farms and ranches, KUTV, Salt Lake City, reported Wednesday.

Burfitt said that while the state is not spraying the infected areas, it does offer a cost sharing program for residents who privately arrange for their property to be sprayed.
