Free parking creating 'free-for-all'

TEWKESBURY, England, Dec. 6 (UPI) -- Scofflaws are taking advantage of a British community's lack of parking enforcement, creating what one shop worker called a parking "free-for-all."

The illegal parking in loading docks and along double yellow lines is causing headaches for shop owners in Tewkesbury, Gloucestershire, because delivery trucks can't park in their designated spots and must unload their goods in the road, Sky News said.

"It's a free-for-all," store employee Mike Ricketts said. "The streets are congested and people are always beeping their horns."

The problems apparently began when the Gloucestershire Police suspended traffic warden Nigel Greene, reportedly because his part-time job as a taxi driver was a conflict of interest.

Green hasn't been replaced, meaning parking enforcement is left to police officers, who must prioritize.

"Both police officers and community support officers can issue parking tickets," a police spokeswoman said. "This is dependent on other commitments they have and issues must be dealt with in priority order."
