REDWOOD CITY, Calif., June 2 (UPI) -- A California woman was ordered to pay $687 in restitution for allowing her Shih Tzu to become so unkempt that the dog was unable to turn its head.

Anita Tolentino pleaded no contest in San Mateo Superior Court, the San Francisco Chronicle reported. She was given a probationary sentence and told to pay the Peninsula Humane Society, which cared for the dog after it was found wandering the streets.

"This is one breed that you need to groom, but she just didn't care," said Debi DeNardi, an investigator for the Humane Society. "The owners of most of these little breeds buy cute little jackets and fancy collars for them. They don't just throw them out in the backyard."

After the dog escaped from Tolentino's backyard in Hillsborough, it was found smelling of urine and feces and with matted hair. Tolentino acknowledged not having the dog groomed for two years.

The dog has since gone to a new home.
