
EDINBURGH, Scotland, Jan. 17 (UPI) -- Murderers and rapists in Scotland will be able to take weeklong sabbaticals home because of a shortage of modern prison space.
The Scotsman reports as many as 500 prisoners could qualify for home visits beginning next month. The Scottish Prison Service has been fined for keeping prisoners in facilities without modern plumbing. The agency has set aside $77.87 million to pay compensation to prisoners housed in the facilities.
A prisons spokesman said the home-visit plan will help integrate prisoners back into society.
Opponents of the plan say it is unacceptable to implement the proposal just to save money, saying it should be part of an overall rehabilitation program instead.
Tory justice spokeswoman Margaret Mitchell said not enough thought has been given to the possibility of prisoners committing crimes while they're on leave. HIV-infected killer Thomas McCammon committed a series of stabbings while on leave from prison in May 2004.
