WASHINGTON, Nov. 18 (UPI) -- When rebellious Republicans joined Democrats to vote down an appropriations bill, they also nixed a move to name buildings after two U.S. senators.

The bill allocating funds for health and education was amended in the Senate to honor Sen. Tom Harkin, D-Iowa, and Sen. Arlen Specter, R-Pa., with buildings at the Centers for Disease Control in Atlanta.

The Thomas R. Harkin Global Communications Center and the Arlen Specter Headquarters and Emergency Operations Center were proposed by Sen. Daniel Inouye, D-Hawaii. As it happens, Specter chairs the Appropriations subcommittee that finds money for the CDC and Harkin is the ranking Democrat.

A spokeswoman for Harkin told the Des Moines Register he was "very flattered and very honored" to be recognized by his colleagues. The bill, as amended, passed the Senate before getting shipwrecked in the House.
