Toronto red-faced over Miss Universe snub

TORONTO, July 20 (UPI) -- Toronto Mayor David Miller Wednesday tried to contact the new Miss Universe - a Canadian - to apologize for her being barred from a City Hall event.

The bumbling began Sunday, when Natalie Glebova, newly-crowned Miss Universe, was to appear at the Tastes of Thailand festival on the large square in front of City Hall.

However, unidentified bureaucrats informed event organizers under a 1990 bylaw, she could not appear as Miss Universe as events that "exploit the bodies of men, women, boys or girls solely for the purposes of attracting attention" are forbidden.

Beauty pageants are specifically prohibited, the Globe and Mail said.

Tuesday, an embarrassed Miller told local media the bylaw was misinterpreted by bureaucrats, and said he was trying to reach Glebova by telephone to apologize.

"It (the bylaw) doesn't say that Miss Universe can't be honored there."
