PROVO, Utah, Dec. 8 (UPI) -- One mother hopes to hold her kids' enthusiasm in check until after Christmas, now that Susan Sewell has convinced Provo to change its law on cats and dogs.

City Council members voted unanimously Tuesday to replace an "or" with an "and" to change the law so it allows residents to legally own two cats and two dogs, the Provo Daily Herald reported.

Sewell and her husband went to the council after an area animal shelter, citing Provo's law, denied the family permission to adopt a second cat since the Sewells already had one dog.

Chief Administrative Officer Wayne Parker said, while Provo received national attention for its cats-or-dogs policy, other communities have similar rules.

"I think this needs to be treated as a delicate situation," Susan Sewell said. "Maybe someone wants three dogs because they don't like cats. I don't think people will abuse the law just because it gets changed," the newspaper reported.

But she may have trouble getting her children to wait until after Christmas to adopt another cat: "The kids will be begging us tonight, I'm sure."
