Clinton, the only woman on the list, joins some of the toughest men in sports, business and politics on the annual tally, which was compiled by 100 experts in a dozen fields. Advertisement The former first lady received an honorable mention as No. 25. "Is there anyone who doubts that the toughest penalty Bill paid for the Monica scandal was at home?," the survey compilers said. Green Bay Packers quarterback Brett Favre was ranked the No. 1 toughest guy followed by Michael Weisskopf, a Time magazine journalist who lost his right hand while covering the war in Iraq. Other tough guys were Sen. John McCain, R-Ariz., New Jersey Devils defenseman Scott Stevens, actor Mel Gibson, cyclist Tyler Hamilton and media mogul Rupert Murdoch.
