U.S. President Barack Obama signs the Ryan White HIV/AIDS treatment extension act

Members of Congress applaud as U.S. President Barack Obama speaks before signing the Ryan White HIV/AIDS treatment extension act of 2009 in the Diplomatic Room of the White House in Washington on October 30, 2009. The act is the largest federally funded program for people living with HIV/AIDS in the U.S. It was named in honor of Ryan White, a teenager who contracted AIDS through a tainted hemophilia treatment in 1984 and became a well-known advocate for AIDS research and awareness, until his death on April 8, 1990.
