Groundbreaking for Improved Access to St. Louis Arch

Transportation Secretary Anthony Foxx makes his remarks during the groundbreaking on the "Park over the Highway" project, the first component in the CityArchRiver 2015 plan to revitalize and improve access to the Jefferson National Expansion Memorial, home of the Gateway Arch, in St. Louis on August 2, 2013.
