Illinois Governor signs legislation returning money to taxpayers

Under the watchful eye of state and local leaders, Illinois Governor Pat Quinn signs legislation that will return an estimated $8.4 million to property owners, during a press conference in Bethalto, Illinois on November 13, 2013.
