MISSOURI GOVERNOR ANNOUNCES IMPROVEMENTS TO THE FIRST STEPS PROGRAM
Mo. Gov. Matt Blunt stops to say hello to 16 month-old Bill Kaeser and his grandmother Nelda from DeSoto, MO while visiting the Therapy Relief Inc.in Chesterfield, MO on February 28, 2005. Blunt was on hand to answer questions from angry parents regarding the First Steps program he said he was going to cancel last month. After public outcry, Blunt now says the state will continue providing services for developmentally disabled children. Gov.
