James W. Dotts Jr., 32, of Georgetown, was indicted in February, but the indictment was unsealed Thursday after he surrendered to authorities.
The department said Dotts was only the latest suspect to be charged in Operation Emissary, an Immigration and Customs Enforcement sting. Since June 2007, more than 208 arrests have been made in the operation.
Operation Emissary began in 2006, when officials set up a commercial Web site offering access to videos and images purportedly depicting hardcore child pornography. The site even warned users that subscribing to the service was illegal and that they should be discreet about their services.
The department said Dotts subscribed to the site for two- to three months at the end of 2005 and the beginning of 2006.
