Parents of 'nameless' children face fines

Joshua Arroliga of Opa-locka, Fla. was shot several times, including once in the head, and was pronounced dead at the scene, Miami-Dade police said Tuesday.
The suspect, Zenon Fernandez, 49, fled from the apartment complex, but later turned himself in to North Miami police. He was charged with one count of manslaughter, The Miami Herald reported Tuesday.
Arroliga's body was lying face down in the parking lot behind the discarded sofa. When his brother, 15-year-old Marvin, picked him up, he saw a wound in his brother's head.
''Then the bullet fell out of his mouth,'' Marvin said.
The family planned to try to raise money to pay for the burial, the newspaper reported.
