SACRAMENTO, Sept. 20 (UPI) -- California Gov. Arnold Schwarzenegger said he expects former New York Mayor Rudy Giuliani to secure the Republican presidential nomination.

The governor said his prediction does not constitute an endorsement, but Giuliani is "the most consistent, stable person who is out there who makes the most sense to the people. That's why his poll numbers are high," the Los Angeles Times reported Thursday.

Schwarzenegger also clarified statements made to a state Republican convention this month where he chided the GOP for alienating voters by taking rigid stances on healthcare and global warming. He said his statements were aimed at helping the Republicans become the majority party in the Democratic stronghold of California.

Schwarzenegger said if the GOP takes the proper steps, "I think we can be the majority party, and that's where the action is."
