The Michigan Democrat said on CBS' "Face the Nation" "we just don't know if we have the votes" even though there are several Republicans who also are not pleased with President George Bush's decision to stay the course.
"But we hope so, because the American public wants us to change course. And what the president is offering is the illusion of change, not real change," Levin said.
Levin said the current troop surge hasn't resulted in the stated purpose of getting the Iraqi government to work out a political settlement on "the key issues of power-sharing, resource-sharing, local elections and de-Ba'athification."
"And that government, if anything, is in more disarray this morning than it was before the surge," Levin said.
He said he does think Democrats have the votes to pass legislation giving troops longer periods between deployments but not enough to override a presidential veto.
