At least 42 people were killed and dozens wounded Saturday night in nearly simultaneous explosions at a crowded park and a restaurant.
"This is definitely terrorist activity," Minister Y.S.R. Reddy said in calling a special Sunday cabinet meeting, CNN said.
Security was increased at airports and railroads as police found bombs in 16 other places in and near Hyderabad, one of India's largest cities, CNN reported.
One of the bombs, found under a bridge, was defused shortly before it was timed to explode, police said.
In May, several people died when a bomb exploded in a crowded mosque in Hyderabad. In July 2006 more than 200 people died when bombs exploded in seven commuter trains in Mumbai.
