Daily al-Watan quoted the Saudi, identified as Ahmed, as saying his move was aimed at "improving the image of Arabs and Muslims in the West."
He said the dog he intended to offer to the British queen is of a rare breed and cost $25,000.
He said he got the dog as a present from a British friend who worked in Saudi Arabia and has been taking good care of him, feeding him milk, chicken and meat.
Ahmed said he would deliver the present to the British embassy in Riyadh or any other representative of the queen.
Queen Elizabeth's favorite dog was killed last week in a fight with the dog of her daughter, Princess Anne.
