Williams made just five of 14 shots, but all of his baskets came from nine attempts from beyond the arc. Georgia offset Pittsburgh's interior dominance by shooting 57 percent from three-point range.
Hayes scored 11 points in the first half, during which Georgia (8-3) built a 37-28 lead that it never relinquished. The Bulldogs had seven steals in the first 20 minutes and Pittsburgh committed 15 turnovers.
Rashad Wright added 12 points and seven assists for Georgia, which has won seven straight since a 72-69 defeat at Minnesota on Nov. 30. Wright also did an excellent defensive job on Brandin Knight, limiting the Big East co-Player of the Year to four field goals in 17 tries.
Carl Krauser and Onterrio Lett each scored 14 points for Pittsburgh (9-1), which had won the first nine games of the season for the first time since 1987-88.
Knight was the only other Panther in double figures with 10 points and forward Julius Page went none for six from the floor and pulled down only one rebound in 30 minutes.
The Panthers used a 7-1 spurt to close within 59-53 when Knight made a layup with 7:45 to play. But Wright answered with a jumper in the paint 15 seconds later and the Panthers got no closer.
After making 13 of 5 shots in the first half, Georgia hit 14 of 22 in the final 20 minutes.
