The figure, which measures the number of residential construction starts each month is set at an annual rate per dwelling units. February's 1.065 million unit annual rate, came in above a forecast prediction of 990,000.

But, housing starts are still weak, down 28.4 percent on the year, the report said.

January figures were revised up to 1.071 million units from 1.012 million units.
