BRUSSELS, March 25 (UPI) --
The International Crisis Group warns in a report that the policies of the Azerbaijani government toward religion could radicalize groups.
In the report called "Azerbaijan: Independent Islam and the State" release Tuesday, the Crisis Group says the Azerbaijan government's controlling of all religious life threatens to radicalize peaceful groups, presenting serious concerns about security in the country. The report calls on government officials to respect and include independent religious groups in an open dialogue on state and religion, the ICG reported.
Officials say Sunni and Shiite Muslim groups have emerged in the country since the Soviet Union broke up in 1991 that refuse the spiritual authority of the official clergy. The report warns that the excessive means of government control over the currently peaceful independent groups could result in extremist activity.
"The authorities seem to play up the Islamic terrorist threat to gain the West's sympathy and tolerance for its undemocratic proclivities," Magdalena Frichova, Crisis Group's Caucasus project director, said in a statement. "Harassment of independent believers, even if not on a mass scale, runs the danger of pushing otherwise peaceful groups towards radicalization, if not yet overt violence."© 2008 United Press International.
