Uganda opens up telecom market

KAMPALA, Uganda, May 17 (UPI) -- Uganda has issued long-awaited guidelines aimed at fostering competition in the African nation's telecom sector.

The guidelines include provisions allowing other telcos to offers various services that had been the exclusive turf of Uganda Telecom and MTN Uganda, according to a report in Wednesday's Monitor.

Any company will be free to seek a government license to provide Voice over Internet Protocol, trunk capacity resale, call-center services and International Data Gateway.

"The existing national operators no longer have a monopoly in the areas mentioned," said Minister of Works, Housing and Communications John Nasasira.

Uganda moved too slowly on deregulation to suit some telcos, although Nasasira repeatedly said the market was too small to accommodate a land rush of new companies.
