Kennedy flew to Scruggs' hometown near Dallas Friday to pop the question in a special way.
He spelled out the words "Will you marry me" in candles on a lawn onto which her balcony overlooked. He posted a photo of the scene to his Instagram account.
"Truth is I never flew to New York, I flew to Dallas and asked her if she would spend the rest of her life with me. I love you @laurenscruggs," he wrote in the photo post.
"It's a blur but I can't stop smiling. She told me I couldn't surprise her, but I got her good. This is the best night of my life," Kennedy told E! News.
The two began dating about a year ago.
"I'll admit it, being a so-called good boy has paid off for me. I've got my dream job. And I've found my dream girl," Kennedy told Glamour magazine of his relationship.
