BAGHDAD, May 12 (UPI) -- The top official with a consortium of Iraqi nongovernmental organizations said the prospect of peace in Baghdad's Sadr City opened the area to much needed aid.

Basil al-Azawi with the Iraqi Commission for Civil Society Enterprises said any agreement that helps end the conflict in Iraq is a good one.

"We welcome and encourage any act, agreement and dialogue that helps end the bloodshed of Iraqis and helps aid organizations do their work properly in reaching all needy persons," he told the U.N.'s Integrated Regional Information Networks.

Azawi estimated the security situation in Sadr City meant aid groups were able to distribute only 1 percent of the necessary food and medical supplies to area residents.

"There is a lot to be done," he said.

Aid groups developed programs to help Sadr City residents, he said, but added there is a growing fear that "this lull (in fighting) could be a fragile one."
