Ambassador Jorge Urbina of Costa Rica, the chair of the Security Council committee working on resolution 1540 requiring countries to report on efforts to combat weapons of mass destruction proliferation, says more than half of U.N. member nations have fulfilled their reporting responsibilities. Resolution 1540 is designed to keep WMDs out of the hands of terrorists and other hostile organizations, the United Nations reported.

The chairman of the committee concerning al-Qaida and the Taliban as per resolution 1267, Ambassador Johan Verbeke of Belgium, says the committee has been holding discussions over the use of the Internet for terrorist purposes. Verbeke called the Internet a powerful medium for al-Qaida and the Taliban and said further discussion on potential actions are planned.

The Security Council was briefed on the activities of the Counter-Terrorism Committee on a new organization plan for the Counter-Terrorism Committee Executive Directorate.

"The adjustments to CTED's organization and methods of work will have the effect of improving the quality and consistency of its technical judgments and will enhance the ongoing dialogue between CTED and the member states," Ambassador Neven Jurica of Croatia said in a statement. "It will also strengthen CTED's cooperation with relevant international, regional and sub-regional organizations."
