EU constitution unveiled

BRUSSELS, May 26 (UPI) -- The proposed EU constitution, unveiled Monday, calls for an elected president and foreign minister but the European Union will not be renamed "United Europe." The proposal, put forth by former French President Valery Giscard d'Estaing, is to be discussed by European leaders next month.
