Sparks fly over EU constitution

BRUSSELS, Feb. 7 (UPI) -- A draft European Union constitution drawn up by former French President Valery Giscard d'Estaing provoked howls of protest in Brussels Friday. Critics claimed the blueprint would lead to a "federal superstate" with more centralized power than the United States.
