French Senate weighs fiscal policy shift

PARIS, Oct. 29 (UPI) -- The French Senate took up legislation Tuesday to dilute central government powers by giving regional authorities greater say in fiscal matters. The controversial decentralization bill is a centerpiece of the new conservative government of Prime Minister Jean-Pierre Raffarin.
