BRUSSELS, July 26 (UPI) -- The European Union Friday criticized U.S. plans to open up the worldwide trade in agricultural goods, describing them as "unbalanced" and "totally incoherent." EU Agriculture Commissioner Franz Fischler said the U.S. offer, unveiled by Trade Representative Robert Zoellick Thursday, was "in stark contrast to the EU position."
