Robinson: Israel bars human-rights visit

GENEVA,, Switzerland, April 19 (UPI) -- The U.N. High Commissioner for Human Rights, Mary Robinson, said Friday a proposed mission to visit the occupied territories has been canceled because Israel will not accommodate the panel.

Robinson made the announcement in a statement at UNHCR headquarters in Geneva, Switzerland, after a telephone conversation between former Spanish Prime Minister Felipe Gonzalez and Israeli Foreign Minister Shimon Peres.

"Members of the mission have learned that the visiting mission will not be facilitated by the Israeli authorities," she said, adding she was preparing a report to the Commission on Human Rights "on the deteriorating situation in the occupied Palestinian territory."

Robinson said that report would be based on "reports from all concerned organizations present in the occupied territories."

The rights commission put together the team April 8 in response to an April 5 commission resolution. That measure urged the high commissioner to report on an urgent basis, said the Robinson statement.

Gonzalez and Cyril Ramaphosa, former secretary-general of the African National Congress of South Africa, had agreed to join Robinson on the mission.
