UNITED NATIONS, Nov. 16 (UPI) -- Secretary-General Kofi Annan late Friday appointed Mark Malloch Brown, administrator of the U.N. Development Program, to head up early recovery efforts in Afghanistan. Under the overall coordination of Annan's special Afghanistan envoy, Lakhdar Brahimi, Brown will liaise with the World Bank and other funds.
