U.S.-Russia sign nuclear energy deal

WASHINGTON, Jan. 13 (UPI) -- A civilian nuclear energy deal between Russia and the United States lays the foundation for global non-proliferation goals, the U.S. State Department said.

U.S. Ambassador to Russia John Beyrle exchanged diplomatic notes with Russian Deputy Foreign Minister Sergei Ryabkov that brings the so-called bilateral 123 Agreement on nuclear energy into force.

"The agreement offers significant benefits to the United States: a solid foundation for long-term U.S.-Russia civil nuclear cooperation; commercial opportunities for U.S. industry; and enhanced cooperation on important global nonproliferation goals," the U.S. State Department said.

The 123 Agreement reflects the work of both governments over the past year on nuclear non-proliferation issue, including the new Strategic Arms Reduction Treaty ratified by U.S. lawmakers in December.

The 123 Agreement, the State Department said, provides the basis for bilateral work on nuclear technology in the energy sector as well as nuclear fuel cycle services and joint ventures in third countries.

The agreement has a term of 30 years and allows for both sides to transfer technology, material and equipment related to nuclear power production.

"The entry into force of the U.S.-Russia 123 Agreement will advance key nonproliferation and commercial goals," the State Department added.
