KBR wins contract for OSHA-fined refinery

HOUSTON, March 11 (UPI) -- U.S. engineering company KBR announced it was awarded a contract to improve plant reliability at an embattled oil refinery in Oregon, Ohio.

KBR said it won a contract with a joint venture between supermajor BP and Canada's Husky Energy Inc. to provide engineering, procurement and other projects related services for equipment upgrades at its Toledo Refinery located in Oregon, Ohio.

"As a long-time client of KBR, we are proud that BP has once again selected KBR as their contractor of choice for the Toledo project," said John Quinn, the president of KBR's downstream division.

The project includes replacing two exiting reformers and a hydrogen plant with a single unit. Upgrades will increase gasoline yields and improve overall reliability, KBR said.

The U.S. Department of Labor's Occupational Safety and Health Administration this week cited BP North America with 42 alleged willful violations and 20 alleged serious violations at the Ohio refinery.

U.S. Secretary of Labor Hilda Solis said BP "ignored or severely delayed fixing known hazards in its refineries."

Proposed penalties from the Toledo-area refinery are more than $3 million. BP has less than two weeks to respond.
