For distance, the car beats out the Nissan Leaf by seven miles, The Detroit Free Press reported Wednesday.
It also edged out the Leaf's 115 mpg equivalent rating, which is calculated using an Environmental Protection Agency formula to allow for an apples-to-apples comparison of electric cars and gas-powered cars.
With tax-credit incentives, the EV Spark will have a suggested sticker price of under $25,000, GM said.
The Leaf, by comparison, starts at $28,000 before tax credits are figured in and the Chevrolet Volt starts at $40,000.
The Volt can travel on electric power for 38 miles. After that, a gas-powered motor takes over.
Consumers will also be comparing the times it takes for an electric car to recharge. The EV Spark can employ a separately sold fast-charging system that brings the batteries up to 80 percent charged up in 20 minutes, the newspaper said.
