U.S. markets recover from steep losses

MOSCOW, Sept. 24 (UPI) -- Russia's First Deputy Prime Minister Igor Shuvalov said Friday foreign investment was needed to propel the country toward modernization.
Speaking in the lower chamber of the Russian parliament, Shuvalov said, "We should pay paramount attention to attracting capital to Russia for modernization, because it is difficult to do with our own funds," RIA Novosti reported.
"Investment capital growth stands at 2.8 percent, which is not enough," he said.
Despite economic growth, private capital was leaving Russia, he said.
