
NEW YORK, March 22 (UPI) -- A survey of corporate lawyers and executives Monday ranked Delaware first and West Virginia last when it comes to the best business climate.
Delaware has ranked first in the Harris survey for last seven years and West Virginia has placed last for four years, Legal Newsline online reported.
North Dakota, Nebraska, Indiana and Iowa also ranked high in a survey, while
California, Alabama, Mississippi and Louisiana ranked near the bottom.
The poll of 1,482 business lawyers and executives was taken from October to January and commissioned by the U.S. Chamber of Commerce, which owns Legal Newsline.
Those surveyed were asked to rank how states treat tort, contract and class action litigation and about judges' competence and the fairness of juries in the state.
More than two-thirds of the respondents said a state's legal environment is a key factor in determining where their companies expand or relocate.
The survey had a margin of error of 2.5 percentage points.
